The Village of Horseheads is centrally located in the Town of Horseheads.

The Village encompasses 3.9 square miles and contains nearly 3,100 parcels of land with a population of 6,336. The Village has 32 miles of roads. Newtown Creek, a tributary from the Chemung River, runs through the Village. 

Property Tax Information

Village tax bills are sent out on May 31st, 30 days prior to the due date of July 1st. Reminder notices are mailed out to property owners that have not paid their taxes as of September 1st.

Payments can be made at Village Hall on South Main Street. The following payments are accepted:

Horseheads School Taxes

Tax bills are mailed August 31st and are due by September 30th with no penalty. Any questions regarding school taxes can be directed to the Horseheads School District at (607) 739-5601.

Chemung County Taxes

Tax bills are mailed December 31st and are due January 31st with no penalty. Payments can be made to the Town of Horseheads Tax Collector and any Chemung Canal Trust Company location. For questions, contact the Chemung County Treasurer Office at 737-2989.

Sewer Bill

A bill is sent out annually from the Chemung County Sewer District based on your yearly water consumption provided by the Village of Horseheads. Contact the Sewer District with any questions at (607)733-2887.

Water Billing

The Village Clerk and Treasurer’s Office bills water to Village and Non-Village water customers on a quarterly basis with the following due dates:

Payments made after the due date are subject to a 10%  penalty. Additional penalties may be charged for delinquent accounts. Payment is accepted in the following forms:

Leaf, Branch and Christmas Tree Pick-Up

The Village of Horseheads provides branch, leaf, and Christmas tree pickup to its residents.

Branch pickup is usually held annually during the month of April. Branches are to be placed parallel to the curb and can not be larger than 6 inches in diameter. This pick-up is for brush, branches and bushes only.

Leaf pickup is usually held annually during the month of November. Leaves are to be put in clear bags or biodegradable bags and placed at the curb for pickup.

Christmas trees can be placed at the curb to be picked up.

Brush Pit at Blostein Boulevard

The facility is open every year from the 3rd week of April through November 20, 2021 (weather permitting)

  • Wednesday 9:00 am - 3:00 pm
  • Thursday 9:00 am - 5:00 pm
  • Friday 9:00 am - 3:00 pm
  • Saturday 8:00 am - 1:00 pm
  • Closed Sunday and Monday (Material is processed on Mondays.)

Trash Removal

The Village of Horseheads does not provide trash removal for residents. We recommend checking with your neighbors or online for referrals and information for trash removal providers.

Street Light Out

Street light out on your street? The Village maintains the street lights within the Village.  Please call Village Hall at 607-739-5691, option 7 to report an outage.

Parking in the Streets

There is no parking on all Village streets  and parking lots between the hours of 2:00 am - 6:00 am. Any questions regarding parking, please contact the Police Department Non-Emergency line at (607) 739-5669. 

Parks and Recreation

The Village of Horseheads maintains an active parks and recreation department. The department is in charge of hosting community events and activities. Registering Dogs

Dog owners must register their dogs with the Town of Horseheads. Call the Town of Horseheads at (607) 739-8783 for more information.
