The Water Department is managed by the Village Clerk-Treasurer’s Office and the Department of Public Works. The Village Clerk-Treasurer maintains the billing and collection of bills for the Water Department. The Public Works Department is responsible for the operation and maintenance of the Village’s water system.
State certified water operators maintain the system to the standards set forth by the New York State Health Department as regulated by the Chemung County Health Department. The Village of Horseheads Water System includes more than 3,400 service connections in both the Village of Horseheads and the Town of Horseheads.
In September 2019 the Village applied for a grant from the NYS Environmental Facilities Corporation to make improvements to the Village water system to insure water quantity and quality for the entire water system. We are glad to report that we have been notified that that we were awarded a grant in an amount not to exceed $3 Million. The most important projects identified were:
- Upgrade/Replacement of 2” Undersized Watermain in the Ridge Road Area
- Replacement of Inoperable Watermain Gate Valves throughout the System
- Looping of Various Dead-End Watermains
- Replacement of Lead Gooseneck Residential Water Laterals
- Replacement of Inoperable Fire Hydrants throughout the System
- Upgrade/Replacement of 4” Undersized Watermain in the “Number Street” Area
- Upgrade/Replacement of 4” Undersized Watermain on Center Street from Sayre Street to John Street
In the coming months the Village, in cooperation with Fagan Engineering, will be prioritizing the projects identified in our recent water system improvement study, identifying critical needs of the system, and moving forward with planning for the reconstruction projects. Full project completion will likely take at least two years.
9/11/19 The Village of Horseheads has owned and operated a water system for over 100 years providing potable water to individuals, businesses and industries located in the Village of Horseheads and Town of Horseheads. In October 2018 the Village issued a Request For Proposals (RFP) to complete a study and preliminary engineering report for the water system, including evaluation of existing water infrastructure, asset management and identification of critical needs of the system, both in terms of potable use and fire protection. On December 13, 2018 the Village accepted a proposal from Fagan Engineers and Land Surveyors, PC for water system evaluation and improvements.
On June 27, 2019 Fagan presented its written report regarding the Village water system analysis and mapping identifying 9 potential projects to insure water quantity and quality for the entire water system, including but not limited to an analysis of pipe material, pipe diameter, static pressure, fire flow rates, hydrant conditions, potential improvements with rank, and potential funding sources for recommended improvements, etc.
In August 2019 the Village Board directed the Village Manager to to investigate the availability of grants for the funding of construction of such projects, and funding, via bonding and otherwise, of project costs not covered by grants, etc.
The Project - now referred to as HORSEHEADS WATER SYSTEM IMPROVEMENTS 2020 - consists of the following upgrades, repairs and replacements of existing water system infrastructure:
- Upgrade/Replacement of 2” Undersized Watermain in the Ridge Road Area,
- Replacement of Inoperable Watermain Gate Valves throughout the System,
- Looping of Various Dead-End Watermains,
- Replacement of Lead Gooseneck Residential Water Laterals,
- Replacement of Inoperable Fire Hydrants throughout the System,
- Upgrade/Replacement of 4” Undersized Watermain in the “Number Street” Area, and
- Upgrade/Replacement of 4” Undersized Watermain on Center Street from Sayre Street to John Street, and
The Village intends to apply for a NYS Water Grant Through the NYS Environmental Facilities Corporation. Fagan Engineers has been authorized to proceed with a grant application and submission to see if they will award the requested grant, and if they do that would potentially fund part of the project. The maximum amount the Village could receive from the grant would be $3.7 Million. The other financing portion would be a bond not to exceed $5,000,000. This doesn’t mean the Village has to bond that much, it would depend on what we receive in grants. The resolution adopted on September 5th authorizes Village staff and Fagan Engineers to move forward.
The Village of Horseheads will accept your water bill payments through either your VISA or MASTERCARD credit/debit card.

An often-asked question about our water system is how hard is our water. In chemical terms our waters average hardness is 210 mg/L or 12 gr/Gallon as CaCO3, total dissolved solids is 150 mg/L, and Iron content is less than .050 mg/L This means our water is very hard. Effective June 1, 2019 the Village water rates will increase as follows:
- Minimum Bill increase of $1.00
- Consumption rates over minimum will increase by 2%
Final water bills are created when a homeowner or tenant moves out of their home. To request a final water bill please call the Village Clerk and Treasurer’s Office at (607) 739–5691, and have the following information available:
- Your current address
- Your forwarding address (to mail the final bill}
- Date to have meter read
- Name of new owner
- Special billing consideration
Water meters are available for sale to new construction and replacement of broken meters. Each 5/8” meter costs $125.00 and includes the inspection and activation. Water meters can be purchased in the Village Clerk-Treasurer’s Office.
The touch pad located outside allows us to read your meter without having to gain access to the meter itself. These touch pads should be easily accessible to our meter readers. If they are not, this may result in an estimated (high) reading. If these need to be moved because of construction, dogs, fencing or landscaping, please call the Village Clerk-Treasurer’s Office at (607) 739–5691. We will set up an appointment to have them relocated.
The Village of Horseheads does not allow access to fire hydrants. Filling of your pool should be done via a garden hose (to be billed accordingly) or by contracting an outside water delivery service.
The Village of Horseheads Water Department will shut off water to your home upon request for repairs or winterization. The On/Off Fee is $20.00 and includes turning the water off, then on when requested.
If you feel that your water consumption is higher than usual, you should first check for running toilets or leaky faucets. Once you have determined that there is no leak, you may contact our office to schedule our service technicians to further check for leaks. Once the water has run through the meter you will be billed for the consumption regardless of leaks. Therefore, you should always be aware of running water and toilets.
