Festival Permit Info

Festivals, parades, concerts, and other outdoor events occurring on public property in the Village are regulated through a local law and an application process. Organizations wishing to conduct such an event must submit their application at least 60 days prior to the date of the event..

Once an application is submitted, it is reviewed by the Village Traffic Commission for safety and traffic control issues, and then it goes before the Village Manager for approval. Applications which require the closing of Village streets will go before our Board of Trustees for their approval.

Applicants should pay close attention to the liability insurance requirement. All festival permit applications must include a Certification of Insurance naming the Village of Horseheads as an additional insured.
