Brad accepted the appointment of Part Time Village Manager on September 12, 2016. Prior to this appointment, Brad was a Trustee and Deputy Mayor on the Village Board.

Brad was sworn into office as Trustee on December 1, 2014, and was appointed Deputy Mayor on December 7, 2015. Brad grew up in Horseheads and is a Horseheads High alumnus, graduated from the College of Environmental Science and Forestry at Syracuse University and later studied Business at Elmira College. Brad was working in Los Angeles when he met his wife Debi, who happened to be from Elmira. In less than a year after that meeting, Brad and Debi were married and living back in NY. Three years ago Brad retired after 33 years with Staples as a Strategic Account Manager for National Accounts and made a commitment to begin attending the Village Board meetings.

There is tremendous pressure at the State level to eliminate municipalities, like the Village of Horseheads — We have to fight for our Village!

Brad believes in Fiscal Responsibility and Limited Government, fully accountable to the People. Brad and Debi have two daughters who, with their husbands and 9 grandchildren, also live in the Village, within two blocks of their home, and Brad’s mother lives next door; their son lives in Baltimore and visits often. Brad and Debi want only the best for their family and the Village of Horseheads. Walter J. Herbst was officially appointed Village Manager on December 1, 2009. He has served as a Trustee since November 2006. Walt and his wife Betty have been residents of the Village since 1973 with their children Mike, Julianne, Jennifer and Beth. Retired from the Social Security Administration with 41 years of service, Walt has worked in many parts of New York and New Jersey, and had regional and national experience as well. He was the Manager in Corning for 13 years, and District Manager in Elmira for 16 years. He ended his career as the District Manager of the Albany Capital District where he had served for the last 4 years until his retirement. Trustee Herbst received numberous Regional and National awards throughout his career including the Joseph P. Collins Award for sustained Outstanding Public Service. The Collins Award is the highest National Award given by the National Management Society.

Community activities have included 26 years on the Village Planning Board, V.P. of Horseheads Little League, basketball coach in the “Y” league and CYO, ASA girls fast pitch softball, co-founder of the Council of Community Services, and Board Member and President of the Notre Dame High School Board of Governors.
